Chris Holland is a Partner at HM Strategy and a Singapore-based financial regulatory and compliance consultant. He advises financial services and fintech businesses on MAS licensing, regulatory compliance and corporate governance, including payment services, digital assets and fund management. He also provides outsourced general counsel and C-Suite advisory services and manages the firm’s overall business.

Chris was named Consultant of the Year at the Asian Legal Business Pan Asian Regulatory Awards 2026.

Prior to HM Strategy, Chris worked as Chief Operating Officer & General Counsel at a Southeast Asia-focused boutique investment bank. He has considerable experience managing communications with regulators and implementing cross-jurisdictional policies and procedures. Previously, Chris worked in the Singapore, Hong Kong and New York offices of Clifford Chance, where he was Counsel in the Capital Markets Department.

Chris’s fintech industry leadership roles include Chair of the Web3 Subcommittee of the Singapore FinTech Association and Chair of ACCESS, Singapore’s oldest cryptocurrency industry association.

Chris was a finalist for Singapore In-House Lawyer of the Year at the Asian Legal Business awards in 2012, 2013 and 2014. He is a New York-qualified lawyer and received his law degree from Duke University and his Bachelor’s degree from the University of Virginia.
